The Ministry of Basic, Higher and Technical Education (MBHTE), through its Technical Education and Skills Development (TESD) Directorate, inked Memorandum of Agreement (MOA) with the Bureau of Jail Management and Penology (BJMP) on Friday, August 6, 2021 to provide persons deprived of liberty (PDL) with free technical and vocational education and training (TVET).

These PDL are those who have been incarcerated in the district, city and municipal jails serving sentences for up to three (3) years and below or those who are awaiting trial.

Part of the agreement was for the BJMP-identified PDL in the entire region to undergo skills development training especially Livelihood Skills Training Course that aims to provide opportunity to reintegrate back as productive members of the society through the promotion of self or wage employment.

โ€œDeprivation of liberty does not mean deprivation of the right to education. The PDL, especially the youth in confinement, are among the most vulnerable groups in our society,โ€ said MBHTE Minister Mohagher Iqbal.

He added that education has important benefits to the PDL as it โ€œprovides support towards pro-social behaviour to allow them to develop a sense of citizenship and self-esteem.โ€

BJMP Regional Director Amado Conception Jr., who graced the event virtually, extended his full support and looks forward to the fruitful outcome of the partnership.

This initiative is one of the ministryโ€™s strategies in attaining peace and development through TVET which supports stability efforts through convergence with other agencies and organizations.
